What is the WhatsApp Business API?
The WhatsApp Business API (officially the WhatsApp Business Platform) is Meta's API for sending and receiving WhatsApp messages programmatically. Unlike the free WhatsApp Business app, the API lets you send template messages at scale, integrate with CRMs, and automate notifications. Access is through Meta-approved BSPs or directly via Meta's developer portal.

Is the WhatsApp Business API free?
Partially. Non-template messages sent within a 24-hour customer service window (CSW) are free. Utility template messages sent within an open CSW are also free. All outbound template messages outside a CSW are charged at the per-message rate for the recipient's country.
How often does Meta change WhatsApp API pricing?
Meta reviews and publishes updated rate cards quarterly: January 1, April 1, July 1, and October 1. The most significant recent change was July 1, 2025, when Meta moved from per-conversation to per-template-message billing.
What is a customer service window?
A customer service window (CSW) is a 24-hour period that opens whenever a user sends your business a message. During this window you can send unlimited free-form (non-template) messages. Once the window closes, you must use a pre-approved template to re-engage the user.
What changed in July 2025?
Meta switched from per-conversation pricing to per-template-message pricing on July 1, 2025. Under the old model, a single conversation opening fee covered all messages in a 24-hour window. Under the new model, each template message is billed individually, making high-volume campaigns more predictable to price but potentially more expensive for businesses that send multiple templates per user.
What is the cheapest market to send WhatsApp API messages?
Colombia has the cheapest rates: $0.0008 per utility message and $0.0008 per authentication message. For marketing messages, Turkey is the cheapest at $0.0109 per message. The North America regional rate is $0.0034 (utility) and $0.0250 (marketing).
How much does the WhatsApp API cost in India?
As of April 1, 2026: marketing $0.0118/message, utility $0.0014/message, authentication $0.0014/message, authentication-international $0.0304/message. The auth-international rate applies when your WhatsApp Business Account is registered in a different country from the recipient. Can I send WhatsApp API messages to Brazil?
As of early 2026, Meta has a temporary restriction on cross-country messaging involving Brazil. Businesses with a WhatsApp Business Account registered outside Brazil cannot message Brazilian numbers, and Brazilian accounts cannot message numbers abroad. This triggers error code 130497. Messaging within Brazil (Brazilian WABA → Brazilian numbers) continues to work normally. Meta has not published a resolution timeline.
Why am I getting WhatsApp error 130497?
Error 130497 ("Business account is restricted from messaging users in this country") means cross-country messaging to that recipient is blocked by Meta policy. This most commonly affects Brazil and Indonesia, which Meta temporarily restricted around September 2025. There is no workaround other than using a locally registered WhatsApp Business Account in the recipient's country.
Do I need the WhatsApp Business API to get form notifications on WhatsApp?

Known restriction: Brazil and Indonesia Multiple reports on developer forums and Reddit indicate that Meta has blocked cross-country messaging involving Brazil and Indonesia since around September 2025. Businesses based outside these countries cannot send WhatsApp API messages to Brazilian or Indonesian numbers, and vice versa (error code 130497). Meta has described this as a temporary measure, but it remains in effect as of early 2026 with no official resolution timeline.
